Sony Cyber-shot DSC-W80 How to avoid a blur picture?

I have a Sony Cyber-shot DSC-W80. and it constantly has blur images if something moves just a little like a person or I accidentally move the camera the specs say that Their is a anti blur feature but how do I use that feature?

    If you have the image stabilization turned on (it is by default), this means that you are still using too slow a shutter speed to capture images.

    While IS (or VR) can reduce the effects of camera movement, it cannot correct for subject movement.
