How do you reduce a digital picture from a Casio Exilim?

I need to reduce the size of a picture I took to be able to place on a website and i don’t know how to do it.

    All photo programs have a “resize” tool that allows you to size the images you want to post or email to the 600×400, 72 DPI file size. REMEMBER! Rename the file so you don’t overwrite your high quality original file.

    Tinypic always works for me.
    It’s a website so it doesn’t slow your computer down. It works sorta like Photobucket.
